Die nieuwe IRC reglement wijziging zal van minimaal effect zijn, toch zijn er wel een paar belangrijke wijzigingen naar mijn mening zoals dat we nu weten dat het aantal bemmaningsleden niet voor verhoging van de TCC kan zorgen.
Voor alle landen gaan deze wijzigingen in vanaf januari 2003 behalve voor Zuid Afrika en Australië daar tellen ze vanaf 1 juli 2003.
- Rules 3.4 and 27.4.4 to clarify that Crew Number has no effect on TCC.
- Rule 9.7 to clarify that physical changes which might affect the performance of the boat shall be reported to the Rating Office.
- Rules 19.9 and 20.3 relating to the administration of rating reviews and protests for greater equity and flexibility.
- New Rule 26.1.6 to prohibit the undesirable practice of adjusting or detaching standing rigging while racing.
- Rule 26.6.4 to clarify that changes in STL produce appropriate changes in TCC.
- Rule 27.1 to incorporate IRC Rule Interpretation 001 of 2002 requiring that detachable items (such as but not limited to bunk cushions) permitted by Rule 22 to be aboard for measurement shall be carried in their normal positions while racing.
- Rule 27.3.3 to clarify that there is no limit to static heel angle for boats fitted with variable or moveable ballast and to require the declaration of maximum static heel angle for boats with moveable ballast.
- Re-titling of Rule 27.4 and new Rule 27.5 to clarify that there are no rules within IRC for the classification (professional/amateur) of crew within IRC unless a Notice of Race explicitly states so.
